About Office of the Accountant General (A&E), West Bengal

 

The Comptroller & Auditor General of India (C&AG) is a Constitutional Authority appointed by the President of India by warrant under his hand and seal. The functions of the Comptroller & Auditor General of India are derived mainly from Articles 149 to 151 of the Constitution of India. The C&AG's (Duties, Powers and Conditions of Service) Act, 1971, was passed by Parliament in 1971.

In accordance with Articles 149 and 150 of the Constitution of India read with Section 11 of the C&AGs (Duties, Powers & Conditions of Service) Act, 1971, C&AG of India is responsible for compilation of the accounts of the Government of West Bengal. This function is discharged through the Office of the Principal Accountant General (Accounts & Entitlements) West Bengal.

The functions of the Office of the Principal Accountant General (Accounts & Entitlements), West Bengal are as follows:

1.Compilation of the State Government Accounts which include compilation of the monthly Civil Accounts, preparation of Annual Accounts and preparation of Accounts at a Glance.

2. Maintenance of General Provident Fund (GPF) Accounts of State Government Employees (Other than Class-IV) and All India Service Officers which comprises Posting of credits and withdrawals in the individual ledger accounts of the subscriber, issue of annual GPF statements to the subscribers showing year-end balances at credit, posting of withdrawals and advances made by subscribers out of the Fund, adjustment of missing credits and debits, calculation and authorization of annual interest in the accounts of individual subscribers and authorisation of final payment cases of the subscribers on retirement or in case of death.

3. Authorization of Pensionary Benefits relating to State Government Employees, State Judicial Officers, Judges of High Court of West Bengal, Teaching & non-teaching staff of Non-Government colleges, Employees of State Aided Educational Institutions (Secondary and Primary who retired/died prior to 01.04.1981), Burma Ex-gratia allowance to the widows/dependants of Burma Army/Civilian pensioner, Members of West Bengal Public Service Commission, Political Sufferers / Freedom fighters, etc.

4. Cadre control and administrative control of Divisional Accountant cadre posted in various Works divisions of West Bengal State, which includes appointment, transfers and postings and other personnel issues.
